What Is the EU Declaration of Conformity for Packaging?
Since 12 August 2026, every packaging type placed on the EU market must be backed by a Declaration of Conformity. Here is what it is, who signs it, and why buyers must ask for it.
The EU Declaration of Conformity (DoC) is a formal statement in which the manufacturer — or, for non-EU producers, the importer or authorised representative — declares that a packaging type meets the requirements of the Packaging and Packaging Waste Regulation (EU) 2025/40, better known as the PPWR. It is the document that connects a physical packaging product to the regulation's legal requirements.
The DoC is not optional and it is not a marketing sheet. Under the PPWR, the obligation has applied directly since 12 August 2026: packaging may not be placed on the EU market unless it is supported by a valid DoC and the underlying technical documentation. There is no grace period for packaging placed on the market after that date.
What does a DoC contain? It identifies the packaging type it covers, lists the specific articles of the regulation with which the packaging complies, and references the technical documentation behind that statement. It is signed by the party that takes legal responsibility for the packaging in the EU. When the manufacturer is outside the EU, that responsibility falls on the importer or an authorised representative established in the Union.
One detail many buyers miss: the DoC is a living document. A declaration issued in 2026 covers only the requirements that are legally applicable today. As further PPWR requirements come into force in 2030 and beyond — stricter recyclability, recycled content, new labels — the DoC and its technical documentation must be expanded and re-issued. A DoC from a supplier is a snapshot, not a lifetime guarantee.
Why should you, as a buyer, care? Because in a supply chain, compliance responsibility is not a single point. If you import or distribute packaging, you are part of the chain that must be able to demonstrate conformity. Buying from a supplier who cannot produce a DoC means importing a compliance risk into your own business — one that can surface during a market surveillance check years later.
When a supplier hands you a DoC, verify three things: who signed it (and whether that party is established in the EU), which articles it covers, and whether the referenced test reports actually match the product you are buying.
