Labeling Compliance Checklist: Manufacturer, Importer, Material ID
A practical, item-by-item labeling checklist for packaging placed on the EU market — what to print, where to print it, and the label changes already scheduled for 2028-2029.
Every packaging item you place on the EU market carries a silent legal conversation with market surveillance authorities: this is what I am made of, this is who is responsible, this is how much it holds. The PPWR's marking requirements define that conversation. This checklist walks through each element so you can verify your packaging — and your supplier's packaging — item by item.
1. Material identification marking. The packaging must display the identification of its packaging material under the harmonized identification system. For our product range this means the correct code for paper/fibre-based material (the code for paper and cardboard), printed visibly on the item or its label. Check: does the code match the actual material? A pulp bowl printed with a plastic resin code is not just wrong — it is misleading for sorting facilities.
2. Manufacturer identity. The packaging must allow identification of the manufacturer. For non-EU manufacturers, the EU importer or authorised representative must be identifiable — typically on the packaging, the label, or a document accompanying the packaging. Check: if you import, is your company (or your authorised representative) identifiable on the product? This is the first thing surveillance checks, and the easiest to get wrong.
3. Nominal size (volume or weight). Packaging sold by volume or weight must state the nominal quantity. For food-service disposables, this is the capacity — e.g. the millilitres printed on cups and bowls. Check: is the capacity stated in the unit used in your target market, and does it match the actual product?
4. Traceability elements. While the detailed traceability rules for certain packaging formats are phased in through implementing measures, the principle applies from day one: you should be able to trace a packaging item back to its batch and production data. Check: does the product or its packaging carry a batch identifier your documentation can link to?
5. The 2028-2029 wave — plan now. The PPWR's implementing acts will introduce recyclability labelling requirements, and by 2029 a harmonized packaging label will be specified. In practice this means your artwork will change again within two to three years. A supplier who tracks the regulation will flag this to you proactively; a supplier who does not will hand you a re-labelling bill later. Ask your supplier today what their plan is for the 2028-2029 label updates — the answer tells you a lot about their compliance maturity.
Common mistakes we see from importers: printing only the resin code of the outer carton and forgetting the inner item; leaving the EU responsible party off the label entirely; and copying a competitor's label text including their material code. All three turn a compliant product into a surveillance finding.
Practical workflow: request the label artwork from your supplier for every new product, review it against this checklist, keep the artwork version and date on file, and re-review whenever the supplier changes material, coating or printing process. Labels are not decorative — they are the packaging's first compliance statement.
